ICC Major Jurisdiction Council – Open Discussion on “Shot Clocks”

The MJC Governing Committee will be hosting a presentation and subsequent open discussion on permit review “shot clocks” on Monday, June 8th from 3-4pm ET. It will be moderated by MJC Vice Chair Grant Ullrich and John Abner from the State of Florida.
Time’s Up: Permit Shot Clocks
Currently, numerous states and cities are considering proposals for permit review “shot clocks” to address housing affordability. Florida adopted penalties for local governments that fail to meet permit review timelines more than five years ago, and its legislative framework has continued to evolve. This session will begin with a brief overview of pending and adopted shot clock legislation across the US and continue with a facilitated conversation about the Florida experience with Florida-based experts. There will also be plenty of time for audience questions and feedback on local experiences with permit shot clocks.
John L. Abner, CBO, MCP, CFM, CFPS is the Project Manager for Willdan. In this capacity he is the Building Official for the City of Groveland, Fl. Mr. Abner is a Master Code Professional (MCP) with over 20 years’ experience in building code enforcement and regulation. He is the Past President of the Central Florida BOAF Chapter and is heavily involved in the legislative process in the State Capitol.
